Procurement Executive, Sr. Executive II Government , PSU

We are looking for a Procurement Executive/ Sr. Executive professional with hands-on experience in Government/PSU procurement processes, preferably with exposure to GeM, GFR, tendering, RFP/RFQ preparation, vendor management and commercial evaluation. The candidate will be responsible for managing end-to-end procurement activities for IT and Non-IT products and services while ensuring compliance with applicable government guidelines and organisational policies.

Key Responsibilities

  • Manage end-to-end procurement of IT and Non-IT products/services in accordance with GFR, GeM guidelines and organisational procurement policies.
  • Handle various GeM procurement processes, including Direct Purchase, L1 Purchase, Bid and Reverse Auction.
  • Prepare, draft and process RFPs, RFQs, EOIs, Tender Documents, Work Orders and Purchase Orders.
  • Coordinate the complete procurement cycle from requirement identification and sourcing to commercial evaluation, award and closure.
  • Conduct vendor evaluation, rate comparison, price benchmarking and commercial evaluation.
  • Coordinate with User Departments, Finance, Legal, Technical Teams, Evaluation Committees and vendors for timely completion of procurement activities.
  • Prepare procurement proposals, approval notes and comparative statements for management approvals.
  • Ensure proper processing and maintenance of e-Office files, procurement records and audit documentation.
  • Manage vendor contracts, including delivery schedules, service levels, warranty, performance monitoring and contract renewal/extension.
  • Follow up with vendors and internal stakeholders to ensure timely delivery of products/services and resolution of commercial or contractual issues.
  • Ensure procurement activities are conducted with appropriate transparency, documentation, compliance and audit readiness.
  • Support internal and external audits by providing relevant procurement documents and clarifications.
  • Maintain procurement MIS and provide regular updates on procurement status, pending approvals and vendor deliverables.

Qualification

  • Graduate in any discipline from a recognised university/institution.
  • Minimum 2 years of relevant experience in procurement, preferably in a Government Department, PSU or Government Organisation.

Required Skills & Knowledge

  • Hands-on knowledge of Government procurement procedures, GFR and GeM.
  • Practical experience in RFP/RFQ/tender preparation and processing.
  • Understanding of IT and Non-IT procurement processes.
  • Knowledge of vendor evaluation, commercial comparison and price analysis.
  • Good understanding of Government hierarchy, official communication channels, approval processes and working protocols.
  • Strong documentation, coordination and follow-up skills.
  • Good written and verbal communication skills.
  • Proficiency in MS Office and experience in maintaining procurement records and MIS.
