Government Tender & Manpower Contract Manager

Job Description – Government Manpower Tender Sourcing Specialist

Position: Government Tender Sourcing & Bid Support Executive
Work Type: Full-Time / Remote
Industry: Government Manpower Outsourcing / Staffing

About the Role

We are looking for an experienced person who can identify and share suitable government manpower tenders on a daily basis, primarily through GeM and other government tender portals.

The person will be responsible for continuously finding relevant opportunities and informing us whenever a tender matches our requirements.

Key Responsibilities

  • Search GeM and other government tender portals daily for manpower/staffing tenders.
  • Share suitable tenders with us on a daily basis.
  • Carefully check the tender document, BOQ and financial terms before sharing.
  • Identify tenders requiring:
  • Skilled manpower
  • Semi-skilled manpower
  • Highly skilled manpower
  • Preferably identify tenders requiring 1–2 manpower/resources, although larger requirements can also be considered.
  • Give preference to tenders where there is no restrictive service-charge cap or where the pricing structure allows a commercially viable margin.
  • PAN India tenders can be considered.
  • Check important details including:
  • Bid closing date
  • Estimated tender value
  • Number of manpower
  • Skill category
  • Contract duration
  • Minimum wages
  • Service-charge structure/cap
  • EMD/ePBG
  • Eligibility requirements
  • MSE/Startup benefits
  • When we decide to participate, you will be required to assist us in filling and submitting the tender, including technical and financial bid details and required documents.

Custom Bid Requirement

Custom Bid sourcing is a key requirement for this position.

Once shortlisted, the candidate will be expected to provide us with at least 7 relevant Custom Manpower Bids/Tenders as an initial test of their sourcing ability.

The shortlisted candidate will also be asked to fill a sample tender as a test assignment to demonstrate their practical understanding of GeM bidding and tender submission.

Candidate Requirements

  • Prior experience with GeM manpower/service tenders is mandatory/preferred.
  • Good understanding of GeM bidding and tender documents.
  • Ability to understand manpower wage calculations and service-charge structures.
  • Must understand the difference between “Minimum Floor Price: No” and a tender where there is actually no service-charge ceiling/cap.
  • Strong attention to detail.
  • Must be responsive and comfortable working with short tender closing deadlines.

Daily Requirement

The primary requirement is daily tender sourcing.

We need someone who can continuously monitor GeM and other government portals and send us relevant tenders every day, rather than searching only when specifically instructed.

Compensation

Negotiable – fixed monthly fee / per-tender basis / combination, depending on experience.

Important

We are looking for someone who can become our regular full-time tender sourcing and bid-support person, responsible for continuously identifying opportunities and assisting with tender submissions—not someone who only provides a one-time list of tenders.

Pay: Up to ₹25,000.00 per month

Benefits:

  • Flexible schedule
  • Work from home

Application Question(s):

  • 1. Have you handled manpower/service tenders on GeM or other government tender portals?
  • 2. How many years of experience do you have in handling manpower/service tenders?
  • 3. Have you independently handled the complete tender process, including tender search, eligibility checking, documentation, bid submission and post-bid coordination?
  • 4. Do you have experience preparing commercial bids, including manpower costing, wages, PF, ESIC, GST, service charges and margins?
